Over 60,000 Delawareans are currently eligible for expungement, but only 6% of those eligible can access expungement. Current expungement standards are time-consuming, costly, and difficult to navigate. A lack of information and a burdensome process keep most eligible people from pursuing expungement.
The Clean Slate Act creates greater equity, consistency, and cost-effectiveness through a streamlined, automatic expungement process that applies to all records eligible for mandatory expungement. Expunging or sealing a record allows individuals who have paid their debt to society to access employment, housing, and education, and to contribute to their communities.
