For decades, the First State incarcerated unprecedented numbers of adults, many of whom are serving long sentences that may result in death behind bars. One of the consequences of this over-incarceration is a “silver tsunami” of our aging prison population whose medical needs exponentially increase over time, potentially costing taxpayers millions of dollars.
