Judy Mellen began her 15-year tenure as our executive director in 1986. Under her leadership, we pressured the state correctional system to reform the Ferris School for Boys, a juvenile detention facility detaining young boys for up to 20 days in abysmal conditions. Since that victory, Ferris has become a national model as a state-of-the-art juvenile care facility.
